I'm testing a high school, and have come across many fluorescent fittings. I've marked down the ones with damaged or broken diffusers, but my question is whether to code 2 the older ones which were never fitted with a diffuser. They are about 3m high, just out of arms reach, but the lampholders are directly accessible if a child were to jump up at it, or stand on a chair. Any thoughts on the matter?

Andy, not too sure about the BGB, but surely common sense would prevail here. If they are 3mtrs high, they are far enough to be above arms reach. You say what if a child climbs on a chair, or jumps up to touch the lampholders. If the lamp is fitted, then the contacts arent exposed, and what if the same child were to get some steps, climb up and pull the tube out then touch the contacts. My concern would be that if something were to hit the lamp, after being thrown by a child ( like a ball etc ) then the tube would either fall out and explode, or explode in situ. I think IMO, i would note it as recommendation or at the very max code 3, for the lamp being exposed - couldnt justify the contacts being touched by what if..
 
Just verbal recommendation if class are in the nature of throwing things around suggest tube sleeves, but not really anything wrong here, seen flourescents throught every school i go to similar set-up if a kid was to throw a ball at it its gonna break end of ... you cant fortify a classroom because of the odd idiot.
 
Would be different in a school gym or similar where you would expect balls to be thrown/kicked around. There they tend to have mesh guards over light fittings.
