Hi I have this din rail electricity meter to install, seems fairly straight forward live in live out but with the neutral is that neutral in and out or just 2 neutrals in or 2 neutrals out? what you make of it

Neutral in and out on 4 & 6, which have a very high likelihood of being internally linked. (Got one here - instructions don't mention anything about it and my meter is too far away to verify my last statement).
 
Line In - 1, Line Out - 3, and for neatness I would put Neutral In - 4 & Neutral Out - 6. As already mentioned Neutrals are linked so does not matter at all which neutral you terminate in 4 & 6.
 
Seems to appropriate instructions on the Data sheet;

â—Ź After removing the packaging make sure the integrity of the unit. If in doubt don't use the equipment and contact
technical staff.
â—Ź Mounting of electric appliances must be carried out only by skilled electricians. It is imperative to observe the
generally applicable safety measures.
â—Ź In case of failure and/or malfunctioning of the device, turn it off and contact our technical staff.
