I've got a cu change in 2 weeks time and tails + earth need up-grading and the customer tells me that the DNO are booked in next week to install a pme (TT atm).

One of the enlightened DNOs that have a practical approach to sense and convenience. Much applauded.
No doubt you will still get held up but not as much, UK power networks (in my area) do not have such an enlightened view!
That's a much more sensible approach. Thankfully the seals never seem to be in place when I arrive at a job where I need to pull the fuse.
My mob the NIE (or Power NI as it is now) have no sense at all. They have had a monopoly of Northern Ireland for too long and cheapest rate of electric charged is a mere 17.4p!
Like any other DNO they employ a bunch of poorly paid little hitler's to make the sparks job hell!
I found a good write up regarding seals. Il try and post it up. It was from an ex revenue protection employee. Basically what it said was main fuse seal gone - no problem dno won't act. They won't even reseal. Any meter seal that's gone then they will start the investigation process and believe me it's not nice for the customer.
You can only tell the supplier from the customer as it is too variable but the distributors are by area
If you have the MPAN number (bottom left) this tells you the DNO
