Can I install a 300mA RCD incomer on a 3 Phase distribution board and still maintain a TN-C-S system? Do I need a separate earth?
 
You've lost me a bit....the neutral/earth is only combined on the suppliers side, on the consumers side a seperate earth conductor is derived from a terminal at the service head.

Can you explain a bit more.......is it a seperate earth rod you're asking about....agricultural setting etc???
