just wondered if you had to have the 2391 qualification to carry out periodic inspections?

simple answer is ... NO...just cometent to test and inspect. but it helps if the brown stuff ever hits the fan as it is some way to proving your competence

Anyone can carry out a PIR

What makes you say you should be competent? I don't think that's a requirement.

Anyone can buy a PIR booklet from NICEIC and no qualifications are required

A window cleaner can carry out a periodic inspection report.

That would be Regulation 16 of EAWR:
"Persons to be competent to prevent danger and injury
16. No person shall be engaged in any work activity where technical knowledge or experience is necessary to prevent danger or, where appropriate, injury, unless he possesses such knowledge or experiance, or is under such degree of supervision as may be appropriate having regard to the nature of the work."

page 162 of the BRB 621.5 " Periodic inspection and testing shall be undertaken by a competent person"

I know this is going back a few month guys but im due my assessment in a couple of weeks. This is what i have just got on elecsa site! bummer - i get offered some pir stuff too.

Also, can anyone confirm the situation with commercial work and registration? Im aware elecsa is part p domestic but can i install, pir and sign off commercial work then?

[h=2]ELECSA[/h] ELECSA will therefore only be offering assessments of competence to undertake Periodic Inspection and Testing to its Scheme A (full scope) registered contractors.
[h=2]What do I need to carry out Periodics with ELECSA?[/h] The process will involve the contractor either having a periodic assessment added onto his surveillance visit, or having it as a stand-alone assessment.
The contractor will be expected to have, in addition to the requirements of Part P:

  1. City & Guilds 2391
  2. IEE Guidance Note 3
  3. A minimum of 2 Periodic Inspection reports for review.
  4. A site visit will be made where a full and comprehensive Periodic Inspection has taken place
Any non-compliances will be notified to the contractor and advice given for them to address the issues raised.

You do not need to register with any body, to perform PIRs, or to conduct commercial/industrial work.
It is only for domestic/dwellings that registration is required (if you do not want to go through the notification process).
