I was wondering if a house is being renovated with no heating at the moment and you install pv before the heating goes in
do you need an EPC to apply for FITS 21p rate.
 
Unless you hand in an EPC certificate of minimum band D or reason for not needing an EPC backed up with evidence from a DEA you will only get 9p per unit and you can not change the EPC retrospectively.
So the simple answer to your question is yes.

My guess is because it will be heated, it is not like an open barn with the supply to unheated farm buildings only, it should have an EPC.
speak to a DEA to see what they can do to help, if you see what I mean....
 
the EPc ask for number of rooms ?

then number of heated habitable rooms which would be 0
wouldn't work, a house has to be heated to be habitable (unless it's genuinely a passive house), so the EPC assessor would assume portable electric appliances would be used in each room, so it wouldn't get a D rating.

no. of rooms?
no. of habitable rooms?
no. of heated habitable rooms?

habitable means where you can sit or sleep .

so if you can not fit a table and chairs in your kitchen its classed as not habitable !

I am a newly qualifed DEA & EMCK accredited I am still learning but confident I am correct .

you can not assume on a epc either .....
our EPC assessor has done thousands of EPC's and has stated that habitable rooms with no heating must be assumed to be heated by portable electric heaters, so not being funny, but I think he probably knows his way around EPC's a little better than you.

possibly your software already makes that assumption for you though.
 
Gavin those are the questions asked on the EPC software its does not ask you if the rooms are heated by a portable device or not.

it does assume no heated rooms are heated by portable heating.

so if you had a 2 up 2 down with no heating - the number of habitable rooms would be 0

where infact it would number of habitable rooms 4 no. of heated habitable rooms 0

correct me if I have not understood your post.
yes your DEA will have more experiance than me on EPC as I stated I am newly accreddited by ecmk
