Where does it say that meter tails have to be 'double insulated' ?

Also i have to change a fuse box in a flat soon,meter box is outside couple of meters down,tails go up the cavity in a tube,no way am i going to be able to change the tails without major diruption to new decor etc,Current tails are 25mm but not double insulated,ok to leave them ? or code 4 ?

Meter tails (6181-Y) are not actually 'double insulated' to the definition of BS7671:2008, they are insulated and sheathed, hence no 'box within a box' symbol on the drum or in manufacturers literature.
 
Reinforced insulation is defined in standards as being a single layer of insulation offering the same degree of protection against electric shock as double insulation.

I think in the case of 'tails' it's more like 'supplementary insulation' as the manufacturers make no claims.
 
If tails are exposed between conduit and new cons unit then 25mm sleeving over single insulated parts will suffice.
Mark same with L1 & N or correct colour coding.

More important than torque, is to settle the strands of the cable as you tighten the screws. Pity that a few more meter installers aren't familiar...
