I believe a dwelling is considered as anywhere someone can permenantly reside
Such as a hotel room is not permenant accomadation
A flat would be permenant accomadation
But I'm sure someone else will be able to help you a bit better
Under part P it qualifies if it is a domestic property or a business and a domestic dwelling share the same meter so you could have a pub downstairs and a flat upstairs if they share the same single phase meter then it is domestic. If it is a single phase meter and the premises are purely business I would seek guidance of whoever you are registered with or buildiing control to see how they feel. Hope that helps. I would say its a dwelling as all people do is live their no WORK is done.if it was classed as business then so would a dwelling where tenants live.
