Hi I was wondering if anyone can advise me as to what system this is? I think its a TNCS system but a previous inspection of this factory claims its a TNS? Any advise will be greatly received.

Looks like a TNCS to me as well, but without ripping the cover off the DNOs cut out it's hard to be sure, whats the reading?
 
Judging from the age of it, it will more than likely be TNC-S, the preferred choice of the network operator for the las 40 years to cut down on cores in the feeder cable. Best to contact your network operator for clarification. On some of the older installations they pme'd TNS feeders causing confusion, and sometimes giving a really low reading on the ZE.

Ze is coming in at 0.13 ohms

As for the age of the installation i would have to confirm this but looking at it compared to others in the area its probably the newest by far.
