Minimum requirements for earthing a steel framed shed? 4x3m
As3000 once again giving conflicting advice..

Incoming submain 6mm TPS 2 Core plus earth.
Incoming earth with 6mm is 2.5mm.

Section 5 of As3000 states that because my incoming is 6mm my earth to shed can be 2.5mm.

However, minimum requirement for equipotential Bonding is 4mm..

Thinking if I should do a earth rod behind shed, remove incoming earth from 6mm, create new MEN link (shed technically is an out building)..

Some advice would be appreciated.

I can't speak for your regs, but here in UK it's possible for bonding requirements to mean a larger earth (cpc) is needed. So it doesn't seem implausible.
I'd be surprised if your regs allowed you to create your own E and N link.
Any experts in the lucky countries regs around?
