Whats this.?.Cable on the left is alluminium, right one is copper. A couple of strands has been taken out from copper neutral and connected to outer pipe of left cable and then to main earth terminal. Is it tns,tncs,tt?,no earth electrode anywhere found

Looks like a looped supply

And not a very good pme conversion connection from the original tns?
looks like a poor job

The original supply cable to the left then the right hand cable is obviously an addition

Is it in a house turned to a maisonettes/flats or something similiar

Whats your ze reading, doesnt look like tt

It's TNS
Cable of the left looks like Lead covered not alluminium.
Cable on the right looks like Split concentric with L and N linked inside the Cutout and the Earth linked at the original earth cable clamp.

As Welchyboy, right hand side is a looped supply

It is a looped supply that has been added at a later date than the original supply.
Cable on the left is not aluminium, it is lead.
Cable on the right is split concentric.
A couple of strands have not been taken out of the neutral, the earth has been brought out of the bottom of the cutout and connected to the earth of the original cable.

Whilst it doesn't need an earth electrode there is a perfectly good one plainly visible there, the sheath of the lead cable.

looks like a poor job

I can't see anything to suggest a conversion to PME, what makes you think that?
