Can I earth a metal light fitting by running an earth cable to an earthed water pipe. The lighting cicuit is unearthed.

No is the short answer
The longer answer is that your light fitting earth connection must be wired back to the main earth terminal of your house you cannot use a pipe to make this connection it must be a PEC.

Thanks , I didn't think so, it was my father in law that asked.I'm doing my 2330 at the moment, I was pretty sure but not 100% confident.

needs to fit a class 2 light fitting (double insulated) that requires no earth - there is quite a range available if you google it.
