Hi,Can anyone please explain in practical terms reg 15 & 16 when considering the safe inspection please?

I think you will have to give more information about what you want to know.

If you are working with an electrical installation you must have enough room and light to be able to work safely.
You must also be competent, either by experience or by training or alternatively be under such sufficient supervision that you are able to undertake the work safely.

Don't mean to be blunt, but it looks self explanatory to me
