economy 7 on peak/ off peak boards

if a house has economy 7, off peak board and on peak board. and where the meter only energizes the off peak board during the night for the storage heaters - my question is does the on peak board also run at cheaper electric during the night, or just the off peak board. the meter has rate 1 &2
