UK ECS white card EWA, am I excempt or not with C&G 2365 03?

Hello, with my C&G 2365 at level 3 passed (Aug 2023) am I exempt from taking the ECS health and safety course (50 multiple choice questions in 30 min, fee £55.80) as I have this qualification and have already been formally assessed on construction site health and safety? According to the ECS website I am exempt, however at this point the staff there don’t want to issue the white card (with brown stripe) I have paid for, insisting that I do the test. Has, any other UK electricians found themselves in this position and what was your experience, please?
