There are 5 separate pages that you have to go through. Davey starts answering on page 3.

The questions are much more interesting than the answers.

Green Deal & Fit/RHI confirmation from DECC via Cathy Debenham @ Yougen. I was a bit confused at DECC's comment about multiple Green Deals so have asked for clarity.
yes, but they've only confirmed what we already knew - ie that green deal can part fund solar PV and the FIT can be claimed, but that it's only the energy savings that count towards the golden rule, so nothing has changed.

I've no idea why there could have been any confusion over this or need for a clarification from the EU, given that the green deal is charged at full commercial interest rates and therefore can not be classed as state aid, so couldn't fall foul of the double funding rules. Either DECC are staffed by idiots who don't understand the EU funding rules, or they're just finding an excuse to make a positive sounding announcement... or both.
 
As DECC are clearly arguing that 7% interest on Green Deal is cheaper than alternative unsecured loans for that period then it could be argued that the loans are subsidised. I'm not saying that I agree - and there was clearly confusion because according to Yougen there were two very strongly stated cases either way. I'm no EU expert, I used to leave all of that to our Procurement Officers and haven't been involved in that for 4 years now, so I appreciate the clarification :)
