I'm carrying out an EICR on a ex-council property. It's a low rise block with metal cabinets and an old 70's wylex CU.
few issues:
Single core cabling throughout.
There is no cpc on the lighting circuit. No cpc's on the metal backboxes on the plastic switches. All the pendants are plastic (classII). I can see a green cable behind one of the pendants but I'm not allowed to remove the pendants (decorations).

I understand that a cpc wasnt a regs requirement when installed.

How do I code it?
Is it ok if I just label it on the CU (black on yellow no metal fittings notice)

I can't ascertain what earth system is used. There's an earth terminal set into the back of the cupboard with a 10mm cpc to the CU. Can't remember what the Ze was but it was good, well within tolerance whatever the earth system is but I cant ascertain what type the earth system is. Can I omit the earth system info from the cert with an explanation?

Wish I hadnt touched it! nightmare client looking to rent to council, just wants a cert. Any advice gratefully rcd.

If it's OK to have cpc less lighting circuits what do I do about the R1+R2 readings for the cert?

Well no cpc means no R1+R2 obviously. I would recommend improvement, make sure the board is labelled with the No Earth only use class 2 fittings label and obviously flag it on the report.
 
EICR is not a certificate, it is a report.
In the report you reflect your assessment and judgement of the suitability and safety of the installation.

Thanks for the useful response MKMK. I did say the that the client 'just wants a cert', their perception is that the paper will allow them to rent their property to the council.
I read through all the ESC guides, especially the one on CU replacement and no cpc lighting circuits and also researched online finding lots of opposing opinion from experienced electricians although most of the circumstances were slightly different to mine.
I obviously can't provide R1+R2 and Zs figures for the lighting circuit so cannot complete the 'schedule of test results' a situation I have'nt come across in any literature yet.

So would you say a C3, advisory note, sticker, letter to the landlord advising to inform tenants not to alter the light fittings and don't worry about R1+2 and Zs on the schedule?
 
I would say c2 as there is still a possibility that the face plate screws could become live in the event of a fault, unless they are nylon lugs.

I've checked out the ESC and other literature on this and I think a C2 is excessive. Plastic switch plates and class II fittings are advised along with a label and letter to the client advising no interference with the class II fittings. So C3. I havnt heard of using nylon screws and I think the electric shock risk of the screws is minimal. I actually asked about nylon screws and my wholesaler looked at me side ways.

Having said that if I was asked to add to an existing no cpc lighting circuit I'd insist on a rewire or walk away.
