I have been told that as i have my bs7671 2008 - i don't need to do a refresh for the 1st amendment by my boss - is this true/wise or is he just being tight???

Your boss is correct. But he may have saved by not having to pay for you to be retrained, but he will need to cough up for new OSG and BGB, you can chuck the BRB in the bin.
