I am working for a landlord who has had his own card meters in flats He wants to change them to a electricity provider because they are being fiddeled. Does he have to pay for new ones to be fitted? or can the tenents request a change from a electricity provider?
 
Depends how they're being 'fiddled' - you could modify the installation or have a go at the manufacturers of the meter.
I think most RECs will change the meter from 'ordinary' to key meter for free or minimal charge, because it's prepaid and there's less chance of a customer leaving the property owing them money.
