Electric reading when circuit breaker is turnt of?

I get a 2.4v reading from a ring circuit when i have turned off the circuit breaker (32amp) and when i turned of each circuit breaker the reading drops, what is this?

sounds like phantom volts. one of the problems with digi. meters. induced voltage from adjacent live circuits.
