Pretty much all electric under floor heating will heat a whole room. You may need multiple mats and a contactor but it's possible. Not a cheap way to heat a room either IMO.
 
whether it will or not, if you take an average living room of 20sq.m., that's 4kw to keep your feet warm. a pair of fur lined boots is more economical
 
you'd get a better result lighting a fire in the room below. under floor heating, no matter how efficient will only heat the floor. that has got to be the most inefficient radiator going.
 
I wouldn't give you a ''Thank You'' for any form of permanent electric heating in a home.
I feel sorry for those that have no choice in the matter, they get taken to the cleaners whenever to leccy bill drops thru the letter box!! ...lol!!!
 
Sorry chaps, but i have fitted 200w/m UFH mats with dedicated insulation boards beneath and clients have been very happy, especially as they have towel rails stuffed full of......well.....towels, and this prevents decent heating of the room.
