What is the maximum allowed distance the fuse box, meters and isolators can be from the heads (the points at which the cables come in from the electricity board to the building)? I have some points which come into a basement flat but I'd rather have the isolators etc moved into a communal hallway so as not to disrupt the tenants. This hallway is about 4-6 meters away from the heads, so is it possible to have a main cable taken from these to this point and then attach this to the isolators etc?

Normally any distance over 3 Metres requires overcurrent protection for the 'tails'.
 
Ok, so does that mean I could get away with a single cable up to the hallway with an over current protector within the first 3 meters? Is this essentially a breaker of sorts?
 
do you mean how far can the meters be away from the cutout "head" as well ?? if you want them moving you will need to talk to whoever you pay your bill to, to have the meters moved and be warned they will not move the meters far from the cutout. if it is only the consumer unit to be moved, as already said 3m max tails and switch fuse near cutout
