Electrical Installation for refurb project- Local GP

Hi I am a student trying to design an electrical layout for a local GP building (an average sized detatched residential building compromising of 4 floors) as part of project and I need help. I don't know alot about wiring and electrical installations so you will have to bear with me. Would be great if people could help me with the following questions: 1) For a local doctors surgery, would you have a different ring main feeding each individual room on each floor, or would you just have a different ring main for each floor? 2) Would the metering be combined or local? 3) What switchgear would I need? 4) I have to incorporate Solar PV into my electrical design. How would this fit in with the electricity supply from the DNO? Thanks for your help
