2330 Technical Certificate & 2356 .

In the context of the Regulations where the risk is very often that of death from Electrocution & where the nature of the precautions which can be taken are so often very simply & cheap e.g. Insulation surrounding cables . the level of duty to prevent that Danger approaches that of an “ Absolute Duty “

Here is a Summary of the Regulations you most likely to have Comply with & whether they are regarded as “ Absolute “ or “ Reasonably Practicable “

Regulation 4 :
Standard of Duty : “ Reasonably Practicable “

All electrical systems shall be constructed & maintained to prevent Danger .
All work activities are to be carried out so as not to give rise to Danger .

Regulation 5 :
Standard of Duty : “ Absolute “

No electrical equipment is to be used where its strength & capability may be exceeded so as to give rise to Danger .

Regulation 6 :
Standard of Duty : “ Reasonably Practicable “

Electrical equipment sited in adverse or hazardous environments must be suitable for those conditions .

Regulation 7 :
Standard of Duty : “ Reasonably Practicable “

Permanent safeguarding or suitable positioning of Live conductors is required .

Regulation 8 :
Standard of Duty : “ Absolute “

Equipment must be Earthed or other suitable precautions must be taken . e.g. the use of Residual Current Devices . Double Insulated equipment . reduced voltage equipment etc .

Regulation 9 :
Standard of Duty : “ Absolute “

Nothing is to be placed in an Earthed Circuit conductor that might . without suitable precautions give rise to Danger by breaking the electrical continuity or introducing a high Impedance .

Regulation 10 :
Standard of Duty : “ Absolute “

All joints & connections in systems must be mechanically & electrically suitable for Use .

Regulation 11 :
Standard of Duty : “ Absolute “

Suitable protective device should be installed in each system to ensure all pats of the system & users of the system are safeguarded from the effects of Fault conditions

Regulation 12 :
Standard of Duty : “ Absolute “

Where necessary to prevent Danger . suitable means shall be available for cutting Off the electrical supply to any electrical equipment . ( Note drawings of the Distribution equipment & methods of identifying circuits should be readily available . Ideally . mains-signed isolation switches should be provided in practical work areas )

Regulation 13 :
Standard of Duty : “ Absolute “

Adequate precautions must be taken to prevent electrical equipment . which has been made Dead in order to prevent Danger . from becoming Live while any work is carried out .

Regulation 14 :
Standard of Duty : “ Absolute “

No work can be carried out on Live electrical equipment unless this can be properly justified This means that [ risk assessments are required ] is such work is to be carried out . suitable precautions must be taken to prevent Injury .

Regulation 15 :
Standard of Duty : “ Absolute “

Adequate working space . adequate means of access & adequate lighting shall be provided at all electrical equipment on which or near which work is being done in circumstances that may give rise to danger .

Regulation 16 :
Standard of Duty : “ Absolute “

No person shall engage in work that requires technical knowledge or experience to prevent Danger or injury unless he or she has that Knowledge or experience . or is under Appropriate Supervision .

If the requirement of the regulation is “ Absolute “ Then that regulation must be met regardless of Cost or any other consideration . if the Regulation is to be met “ so far as is reasonably practicable “ Then risks . cost . time . trouble & difficulty can be considered .

The Meaning off Duty Holder :

Duty holder . this phrase recognizes the level of responsibility which electricians are expected to take on as a part of their job in order to control electrical safety in the work environment . Everyone has a Duty of Care . but not everyone is a Duty Holder . The person who exercises “ Control over the whole system . equipment & conductor’s “ & is the Electrical Company’s representative On-Site [ is a Duty Holder ]
