Question

If a sparky does not have his part 1 or 2 2360 but has 2382 regs and 2391 does this allow him to practise as an electrician on domestic, commercial or industrial

if not does this then make any insurance he has in place void ie public liabilty etc

You can get assessed with what you have indicated. Use one of the competent person schemes. But you will need to be quick to get to QS status, you will need an NVQ 3 after Jan 2012. You will still be able to be a DI after this but maybe not be able to sign your work off.

What if the company this person is working is doing no testing after installs, no signing off an any work on installs or minor electrical and they are not in any association whats so ever and they are doing domestic, industrial and commercial
 
All work should be tested and certified before being handed over to the customer.

As for domestic yes you need may have to notify LABC depending on what type of work is being carried out according to Part P.

Industrial and Commercial work doesn't need notifying to LABC
 
I was there when the owner who I will refer to as person "A" done a tpn board change I questioned him about if he was going to do Ze, PFC test of new sub board he just replaced - his answer was it will be ok, he does not even have an earth loop tester in his van
 
If he does not have those qualifications, he is not, in mine and many others opinions, an electrician. From what you have described he is very much like "Tommy at the pub who knows what he is doing" AKA a cowboy. Usually, and in this case, he is carrying out work that he has no idea of how to do properly, let alone how to prove it's safety. People like him should be executed publicly to serve as a warning to others.

As he is cluelessly messing with 400v, hopefully he will receive a painful non fatal shock to teach him the error of his ways before he injures or kills an innocent person

Are they a member of the ECA, NICEIC or NAPIT etc, or are they working totally under the radar?
