How relevant is the practice of issuing electrical test certificates now that the HIP's package has been abolished by this new government.

Are shops included in the category of buildings that require test certificates?

Isn't part P only for domestic premises?

By test certificates,I assume you mean Pirs
A pir is not a requirement.it is one means of complying with the responsibility of landlords to have a safe electrical installation for the tennant

If you mean installation certification for part p or commercial or industrial installations,then these have been and still are a requirement for all electrical installers as per the regulations

Whether its a shop factory or dwelling,certification is required for installation, inspection reports can satisfy insurance companies
 
Any work you do should have a certificate to show compliance with the regs and in the event of an insurance claim by your customer at a later date Im pretty sure the insurance company will want to see certificates and without them they may not pay out.
