Should I be able to read an outgoing voltage from a 12v electronic transformer? using my digital multimeter, I get 8.6v for a split second then it turns to zero.

What would be your expected voltage?

is the transformer shutting down because there's no load on it?

Many electronic transformers will not give an output without a lamp load or will rapidly shut down. Also, the output is often 30-40kHz AC and many digital meters will not measure this correctly.

As Lucien says so just try it with a known good lamp rather than using your tester.
