Emergency light question.

Hi guys.

I've got an emergency light (twin spot) to deal with.
I've tested the battery voltage and I'm reading 13.7 volts, the batteries are 2 x 6 volt.
When I pull the fuse or turn off the power the lights don't come on, 0 volts on the outputs.
I've replace the control board so it must be the batteries, I just can't understand where the voltage is going.
Anybody got any ideas.

measure the volts on the batteries with the light turned on. if it drops significantly, the batteries are knackered.
