Hello, just carried out a periodic test on a car accessories shop, it also has a car garage and a dance studio upstairs, its a 3 storey building and used to be a school, very old building. Anyway there is no emergency lighting or smoke detectors at all in the building. What category would this fall into?? Do they have to have it done??

Your PIR will cover the installation of the building in relationship to the BS 7671-2008. Most commercial PIRs that I do will highlight in my quote that it covers the fixed installation excluding the fire alarms and the emergency lighting systems as these are coverd under BS 5839 and BS 5266.

If I were requested to also do a report on these systems then you would be doing it on a different certificate, which each BS covers and it would be at an extra cost.

IMO I would just supply a covering letter highlighting the lack of both fire protection and emergency lighting, specifying the relevant BS and advising the customer that your are willing to quote on installing them to these standards or advising them that they should seek the advice of the local building council and the area fire officer, and that your not wanting to quote for the work.
 
definatley note on the report that no emergency lighting and/or smoke/fire detection present.

I would code it a 4 and make a note on the report (not certificate) bs7671 makes reference to both the above topics
 
Are you sure you would code it ?

Apart from 560.9 for emergency lighting which refers you to BS 5266 and 560.10 for Fire protection applications which refers you BS 5839, what are you coding a 4, the BS 7671-2008 does not tell us which buildings or installations require fire protection/emergency lighting, which types are suitable for where, and how many/much is required. So a PIR that is dealing with the BS 7671-2008 will not deal with this.

As said You should outline in a seperate letter the lack of safety services within the building but not sure I would code it.
