got a problem with some emergency light fittings they are standard sinlge tube compton ip65 rated fittings. initally thought it was just tubes as most of the surrounding fittings are working fine but new tubes only work when switched to test mode or with supply off? there is an incoming voltage so would i be right to assume this is a faulty ballast?
 
If the fittings are maintained then they have the option of being illuminated permanently. or just on standby, coming on when power fails.

If they are non maintained they will only illuminate when you lose the supply to them.

Sounds like you have a mixture of the two types. Have a look at the connectors to the units if they have L-Lsw-N-E thats maintained if L-N-E only thats non maintained.

i take it these are bought emergs and not on site conversions
if so does sound like ballast or sw/l fuse
