Just had this sent to me. Trying to help this OAP with his FIT and they send me this
  • The meter reading on the application form fails Ofgem regulations which say, for emailed applications the reading has to be taken on the same day the email was sent. In this case the reading on the application form is dated 16 October 2013 but the email was not sent until the 17 October 2013. We will need a new meter reading from the generation meter.
 
I only have one word in my mind at the moment , but I do not want to get a ban so best not be so blunt's !!!
 
yes OFGEM sneaked out changes to the way meter readings can be given essentially meaning the meter reading date must be the same as the eligibility date or so I understand
 
We've just been dealing with this, it's a new ofgem ruling from July that just seems to have started filtering through to the FIT companies now.

I complained to Ofgem who referred me to DECC, I suggest you complain to both, as this is going to be a bit of a nightmare - basically they've removed the previous 5 day exemption, and are insisting that they require a meter reading from the actual eligibility date - ie the date it's received by the FIT supplier, so for emails on the day it's emailed, and for posted applications the customer will need to take a note of the meter reading for several days after it's posted, then wait for the company to contact them and request the reading from the date that they received the application.

It's a complete farce - we nearly had a customer end up on a lower FIT rate due to submitting a zero reading for an installation commissoined 2 days before they received the application. Luckily we happened to have a note of the meter reading from that date, so all was well, otherwide they were sayign they would be forced to move the eligibility date to the date of the earliest available reading.
 
@GavinA, the latter part (changing the date) is a load of Bo***x, :) Yes we found out about the meter date requirement back in March/April - the date of the reading doesn't trigger the eligibility date though.

Eligibility Date
5.1. FIT payments to an accredited FIT installation should commence from the Eligibility Date. The Eligibility Date (except for community energy installations and school installations) is defined as the later of:
receipt by Ofgem of a written request for ROO-FIT accreditation or
receipt by a FIT Licensee of a written request for MCS-certified registration, or
commissioning date, or the launch of the FIT scheme (1 April 2010).

The owner of the PV System ( the generator) has an obligation to keep meter readings:
4.25. Electricity generated prior to an installation’s Eligibility Date is not eligible to receive FIT payments. Accordingly, the initial meter reading(s) used to calculate FIT payments must not relate to an earlier date than the installation’s Eligibility Date. Where a FIT Licensee operates a postal application process, an initial meter reading that is supplied with a written request for MCS-certified registration of an installation that has been commissioned will usually relate to a date that is earlier than the installation’s Eligibility Date. In such cases, that meter reading cannot be used as the initial meter reading for the purpose of calculating FIT payments and the FIT Licensee will need to contact the applicant to obtain a meter reading that relates to a date on or after the date that the written application for MCS-certified registration was received by it.

However just because a reading is LATER than the date the FIT Licensee receives the request doesn't move the ELIGIBILITY DATE...
