We are quoting on a new build that is unlikely to be fully complete by august 1, the roof will be on and we will be able to commission.

Can an EPC be completed from the plans prior to completion? Can the tariff be retrospectively updated once an EPC rating is acheived? (it will be well above D, B or possibly A, no fossil fuels)

No, once the FIT form goes in, if it does not have a current EPC of band D (or above) or proof that it can not have an EPC then the FIT will be at the lower rate.
You can not change it retrospectively.

 
When I did the EPC course we were told our registration was only for domestic energy assessments and another qualification / registration was required for new builds and / or commercial .
Therfore I deduce that someone somewhere is registered to do some energy certification off the plans. I will ask the question on the energy assessors forum and put up any answers I get.
 
Apparently if a developer sells a home off plan he still needs to provide a PEA which is a Predicted Energy Assessment. These are generally produced by surveyors and architects so your development may already have one. If not try predicted Energy Asessment in google with your address to see who near you can do one.

A full EPC needs issuing when the property is completed so a PEA is only a temporary measure.

Whether a FIT contract provider is allowed to accept a PEA and then get an EPC as a follow on I have no idea.

As MCS says, if you are selling a home before it has been built, you will need to provide information about energy efficiency in a Predicted Energy Assessment (PEA). This is the predicted SAP Rating and Environmental Impact (CO2) rating from the SAP calculations that should have been done at the design stage, to check whether you comply with Building Regulations. PEA's do not have a Recommendation Report like full Energy Performance Certificates.

For dwellings completed on or after 6 April 2008, you will need to give the prospective owner a full EPC and recommendation Report. The EPC can only be produced by an Accredited On Construction Energy Assessor. People who are currently doing SAP calculations to show that they meet Target Emission Rates as part of Building Regulations will not be able to produce the EPC unless they have undergone additional training and joined an accreditation scheme.


An On Construction Energy Assessor should not normally need to visit the property to produce an EPC as the calculations can be made from scale plans and the design specifications. The EPC will be the result of the As Built calculations which is an extension of the SAP calculation needed for Building Control.

Building Control are unable to issue a completion certificate without an EPC and the sale of the property cannot proceed without an EPC.
 
we've just done one such installation and the FIT form has been submitted with an EPC off plan.

Couldn't get a straight answer either way from anyone, but the place is an eco house, and I figure that if there is a problem at least if they've submitted and EPC off plan and there is a problem, then they ought to at least allow us to resubmit.

tbh the householder jumped the gun a bit with it, so fingers crossed.
 
speak to an epc guy who will know how to go about it, they can say it will qualify when complete but not sure if thats acceptable for the fit
