Discuss EU Solar PV Anti-Dumping Case in the Solar PV Forum | Solar Panels Forum area at ElectriciansForums.net

As I understand, Suntech are still trading, they have not gone bust as reported, it was the Holding company that is in administration.

There is more that I have heard and I feel that the Chinese should not be underestimated in the world markets.

Many rules are not too difficult to get around should you really want too, think about it anti dumping tax announced one day, Suntechs holding company goes into administration the next, but Suntech are still trading.

The holding company would be the main one with smaller company's around it so if its the holding which owns the surrounding company's they all go down with the holding company

Attached is a copy of a letter sent to the European Trade Commissioner on behalf of several EU solar trade bodies instigated by the The Solar Trade Association. It is interesting that several well known bodies in some countries are notable by their absence as signatories.

average lever will be 47%,but some of the factory who doesn't coordinate with EU will be punish by 67%.
I got two containers in the workshop for my clients in Netherland last week, don't know how to handle it.

I sympathise, unfortunately nobody seems to know how to handle it, it's a huge mess and I can see a lot of exporters / importers ending up losing a fortune.

As installers we're struggling to know what price to be quoting at for 50kWp installations 3-4 months down the line, especially when all the none chinese panels have also been putting their prices up due to the increased demand for their products.

My clients has make the decision of keep one container only,
the panels in EU for custom cleared are already price up to over 0.5 eur/w,if the official statement come out,the price shall keep going up.
but there are some top brand factory in china still share a good duty, like yingli 37%,they will be competitive in the markets.
its share looks good in near future

We have been busy boys at the STA. Press release earlier today:

STA welcomes UK’s ‘No’ vote today on anti-dumping duties

STA joined Government in Brussels yesterday to reinforce damaging impacts of provisional duties

Government and industry joined forces in Brussels yesterday to make clear the UK’s opposition to anti-dumping duties on Chinese solar panels. The STA joined Energy Minister Greg Barker, along with representatives from DECC, BIS and several solar businesses, to explain to European Commission officials the damage the duties would inflict on the UK solar industry.

Today is the deadline for responses to the ‘Consultation of Member States on the Commission’s proposals to impose provisional anti-dumping duties on solar products from China’. The STA welcomes the UK Government’s vote against anti-dumping duties in response to this consultation today.

The STA has written to Trade Commissioner Karel de Gucht urging the Commission not to impose anti-dumping duties. The letter has now been signed by 15 European trade associations across 12 countries, showing the growing breadth of the campaign against the proposed duties.

STA CEO Paul Barwell said:

“Yesterday we showed the Commission the damage their proposals are already causing for the UK solar industry. Jobs, growth and carbon and renewables targets will be at risk if these duties are applied on the 5[SUP]th[/SUP] June. The UK is voting ‘NO’ to duties today, which is great news, and we are confident there will be many other countries voting the same way.”

Even a majority vote of Member States against the proposals may not prevent the imposition of duties.

Ray Noble, the STA’s PV Specialist said:

“Clearly the European Commission is in a difficult position, as this decision could set a precedent on future anti-dumping cases. In my view, this can only be resolved by China and the Commission sitting around a table and coming up with a sensible compromise. We are very concerned that the solar industry is being used as a pawn in this process. Jobs are at stake. We have to find a solution.”

ENDS

Things may get interesting now, but sadly so much damage has already been done, but I guess that is what the EU wanted to slow down the installing of PV.

As an industry we are caught up in a wider potential dispute between the EU and China. In terms of free trade, there my be some validity in the wider argument, but using PV and risking a damaging trade war sucking in other industries for which China is a major market (eg automotive) is really, really stupid. The Trade Commissioner needs to bury his ego, improve his intellectual competence and sort this out through diplomatic channels.
Listen De Gucht, get your tanks off our lawn.
