Is there any regulation (Electrical reg. or Building reg.) that anyone knows of that says you MUST put a fan in a kitchen if you are performing a re-wire of a property.
Just to clarify it is an open plan kitchen/living area with more than 1 opening window, and the room does not have a fan at the moment.

I wouldn't have thought it would come under electrical regs, more like building regs but I dont think so but the best thing to do is ask building control for your area
 
have a look in the electricians guide to the building regulations. info is in there. as you probably know. electricians dont just need to comply to part p but also part f of the building regs which deals with ventilation. have a look on the net and you can download all the part f regs regarding ventilation in kitchens
