what you guys thing, on a light i was changing, 230v L-N and 114v L-E and 114 between N-E so 114v on the earth or there abouts, when i crawled in the garage attic seems to go towards heating circuit..... not 100% tho
 
With out knowing for sure but i sounds as if there could be a neutral fault at the suppliers end, (or maybe even your end) The neutral conductor can become live if it isn't earthed at the start point of the suppliers end. So to me this seems as if there is a slight connection with the live and neutral but not enough to keep the potential at 0v. remember 230v is the different between the potential of live and neutral so you could in effect have L-E 400v, N- E 170v and then your L-N will be 230v. This hardly ever happens but i have come across it once before.

The thing with measuring a voltage is that you need to know exactly what the voltage is 'with respect to'.
If the earth wire isn't bonded to ground ie it's broken and it's 'floating'. Any tests you make to this 'earth are meaningless because it isn't a measurement that's with respect to 0 volts.
In this particular case, if you use a digital tester that presents the circuit with no burden you'll see it still gives you a reading but this reading does not indicate the ability of the circuit to supply power. It's just indicating surface or induced voltages.
In laymans terms the readings you're getting are possibly a result of an earth wire that's not bonded and using a digital tester that's over-sensitive.
 
and not saying i know more, but if was a fault at transformer, would all earths be revealing this fault.... thanks guys ... im just going to rewire the cable route and hopefully find the correct cables and terminate in junction box or remove

I have had this problem mate !! The earth for the lighting was disconnected so when you are testing to earth theres no earth path hence the low volts i got a reading of 234v line to neutral then line to cpc was 114v and neutral to cpc 114v the cpc of the lighting circuit had come out of the earth bar in the ccu not saying its your problem but worth checking bud completly my fault as i had just changed the board

Agree with above! Just sounds like a cpc with has either came loose or cut off! This has happened to me before! Check every light fitting on the circuit and at the DB and you should find it! If you cant find anything visually, check voltage to earth at the DB and make sure you get 230v, then work your way outwards on the lighting circuit.
Hopefully you should get voltage of 230v to earth up to a certain light. The fault should lie on the furthest fitting from DB with voltage if you get me? As the continuity is broken to the next light. Hope this helps ya matey!

ive never seen anything as bad... i would never practice like some people have in this house , but then again could been a diy job....
but i know one company has been there few years ago and the cabling and erection and selection is poo.lol sure you have all seen worse as im kinda new..
