Filling out the above for a Sub board (D.B 12)

There is no board fed from abnother board, there all split in henleys straight from the meter.

D.B 12 is single phase.

Im getting Zs of circuit 1 as 0.22
R1+R2 as 0.06

Previous PIR's show Ze as 0.22 but how can this be if a circuit Zs is 0.22??
I cant isolate the entire building to obtain a true Ze reading.

PEFC at D.B 12 shows up a Ze of 0.19, obviously this is not a true Ze due to the amount of earth paths.

Just abit baffled on filling this one out for this D.B 12

Or maybe its getting late and im just being dumb!!
 
0.22 could be the actual Ze, don't forget that parallel earth paths through the water and gas services can improve the overall loop reading especially if the incoming services are in lead or steel pipe and you're close to the substation.

Also you don't know the comparative accuracy of your test meter and the previous guys meter. Considering the tolerances can be as much as 5% on some calibration certificates the readings could be accounted for.
