I have been asked to do the following work but I am not that familiar with fire alarm systems. Can anyone clarify exactly what is required as I am not sure what I am pricing for??

"Extend fire alarm system by installing smoke detector heads in hall or lounge of each flat bringing system up to an L2 from an L3 category system"
 
You need to consult BS 5839
L2 is defined as installed only in defined parts and includes L3 ( coverage of escape routes )
so you need to obtain the spec from your client detailing defined parts
 
Not wishing to put a dampener on it, you really need to be up on this to install fire alarm systems. All well and good installing it but if something happens and the system fails through smoke heads not being in the correct place or incorrect zoneing etc etc then you know where the finger points.

I employ 20 electricians, I won't speak to the electricians who work on these projects until the morning and I wanted to clarify the difference between the systems for my own knowledge, reading BS5839 did not do that for me.

I take it your working in flat's then , it appears from your comments that there is already a system in place to L3 which covers all escape routes , it seems their asking you to install additional protection to the hallway and lounge of each flat , if it's a completely new system you really need a proper spec as it's possible they will require a fully addressable system with first and second knock on the evac. proceedures.
