The plasterboard is fixed to the I joists to form the ceiling , that’s it, lam beams etc do not get covered in plasterboard
Only going by what I witness on a weekly basis.I think you might be wrong. Standard plasterboard, is also used (in a design) to provide an acoustic & moisture barrier and provide some thermal performance.

non of the new build housing do this, the only time I see it is on commercial steel construction buildings that have double boarded or pink boarded the steel support beams and some care homes we have done and still do, which have multiple fire compartments within the building.

Not according to the IET, depending if there’s an r in the month or not.We have come a long way from the original OP's question, but I think the conclusion may be, if the DB is only cut out at the rear and the cables are surface mounted on the wall directly behind then fire sealing is not required, if on the other hand the cables are in a penetration through the wall if may need fire sealing, if you fire seal it you can't be wrong.
Ehh? Three word thing.I wondered about this & didn't like the idea of all the intumescent Sealant in the hole, started to fit the intumescent pads that go in 2gang boxes to the cable entry point. Much better & about a ÂŁ1 time. Meets all the regs.
