Alright folks

doing an EICR in a flat that is supplied in 6mm cable, on a 100amp main fuse. C2

is it up to the landlord to contact the electricity supplier to upgrade this?
 
In a flat the tails to the consumer unit may be under the control of a BNO, therefore in that case it would be up to the BNO to change.
There is also often a sub main run with different fusing so it is worth checking this has not been hidden away somewhere.
If the main fuse is 100A and feeds the meter directly and the tails go directly from meter to CU and there is no intermediate fusing down, then this should be the realm of the supplier to change.
