is this allowed or am i being pedantic ,it aint ip x4 , it's feeding a panel heater that is ip 24. so that's ok at least
 
I would say fixed equipment that is permanently connected can be used in the zones as long as it’s suitable according to the manufacturers instructions (701.55)
The flex outlet not being to IPX4 I would say should not be in the boundary of zone 2.
