Can anybody explain this to me as im rather puzzled?

Due to flooding in the mytholmroyd area, l was called to a house to inpsect a CU, which had been totally immersed in water, including the service fuse which is BS 1361 100A.

The water was drained, prior to me attending.

Now is what puzzles me:

The power remained on during the flooding and also afterwards. I would have expected the service fuse to have blown during this event but it didn't and l can not for the life of me understand why.

Does anybody know why it didn't?
 
If it was a flash flood and the installation was not really under much load then there is no reason to expect it to shut down.

Same as how some luminaires can get flooded with water and not trip an MCB
