ok. so my TV is old and has a small hissing sound. when i turn a fluorescent light on it makes the hissing sound slightly louder. whats the reason to this?

The ballast will generate RF noise new ballasts are high frequency and they should have a filter to stop this.
try an inline choke/ferite core on the mains lead of your tv (they click over the cable no wiring req) just select the size you need for the cable
