Ground Mounting and Roof Array

Hi, we had 2 installations booked for Feb/March which are due to go on buildings that are not yet finished. We are trying to save the job by ground mounting and commissioning the systems this month with a view to putting them on the roof in Q1 next year. We have spoken to Napit, the MCS, the Energy Savings Trust and the Carbon Trust and nobody will give us a definitive answer as to whether this is acceptable. Do any of you have a view on this? Much appreciated.
