I see the point you're making, and to an extent I agree with the sentiments. However, you'd have to be one dumb so-and-so to do the trainingg (even in it's most limited form), buy the tools, get the insurance, and then not bother with a few bits of paperwork.
The main reason the vast majority 'pass' is because it's not a test, it's an assessment. That means they look at what you're doing and give advice on any areas that need improvement. I would also think the majority are accepted into the schemes because they make an effort to be compliant.
