As I said in another thread I am mopping up remedials on PIR's, out of all the properties I work on this is the only one I have seen with the DNO earth situated like this, the incomer is 3p in an SWA type cable, but the main Earth disappears in to the concrete floor ( In to an encapsulated joint ? ) the cable is quite floppy. not what you expect a nice bit 10/16 copper to be, the lack of looped N and the Ze reading of 0.06 (Dunno if that is a typo maybe 0.6 ?) tell me it's TNS what do you think ? It's not a great photo but you can make out Black cable exiting the concrete near the R/H corner.Cheers S

Either contact the DNO for clarification or clearly state on the EICR that the earthing system could not be ascertained with certainty and requires further invesigation. You aint going to tell from a bit of black wire going into the concrete,even with testing.

I was on the phone for over an hour to them do you think I could find anyone with half a brain ? No ! they stated that they could not tell under any circumstances what the earthing arrangements were which I find unbelievable
 
I Think you need to see exactly where this cable is connected to, at the supply side.

What Ze reading do you get on this cable by itself (disconnected from the MET)?

Thats the DNO's Earth, I didn't do the Ze on the PIR it was done by a contractor his report states the Ze as being 0.06 I took this to be accurate or a typo that should have said 0.6 which is much closer to the 0.8 in the regs, his report states 'Unable to ascertain the earthing arrangements' hence my call to DNO

It could be a shared earth (with next door), but without seeing where it comes from this is just at best a guess.
If it was a shared earth, that could explain the low 0.06 reading, as next door would/could have all bonding/parallel paths etc. in place.
As I say though this is just speculation.
