If you are changing a light fitting to take a 275w heat bulb - would you need to upgrade the cable.

Unlikely, unless the circuit is already close to its load limit.
Will cable be seeing any of heat ( naturally de-rating it )
or exceeding any temperature rating !
( Think if recessed / confined area -- waste heat )
