Mornin all, bit of a dumb question I know, but I'm looking to buy some heat shrink ON LINE and I notice they all come with their bore measurments, e.g. 2.4mm, 3.2 6.4 etc.

Now, are these measurments either the size of the heatshrink before applying heat, or are they the minimum size that it will shrink to once heat is applied?

I know it sounds stupid but I have always just got assorted packets from the wholesaler and pulled out whatever looked right at the time, but their prices have shot up for some reason....
