I am more than aware of the min/max heights for accessories in new builds, however, what if the new build was going to be your own home as an electrician? Does that change anything? Any thoughts?

The reason being, all be it a little weird, I'm 6'4" and every time I've mounted switches at 1200mm it's made me shiver. I cant think of anything more disgusting (looks wise) than mounting switches at such a ridiculously low height.
 
Nothing to do with you being an electrician though.

You should possibly contact your local authority building control and discuss it with them. If you say that you 'think' it looks disgusting, that won't count for much.
 
It is something you should be able to discuss with your BCO.
I've had people who use wheel chairs tell me that the 450mm height is no use for them, that they prefer a lower height.
Then again, they're quite happy with the 1200mm height.
As I understand it, if the build is for your own use, then you can choose whatever heights you want.
