Help Identifying Panels in Tender Please

I am told by a local authority their tender is generic and performance based. However, here is the panel spec:

"The solar PV panels will have a performance guarantee for at least 25 years which will be backed by a global reputable organisation

All PV panels to have a minimum of a 25 year, 0.7% degradation linear output warranty and a minimum 12 year Product warranty​

Solar PV panels shall have been tested under year long laboratory test conditions providing leading output particularly at Low Light conditions. The PV panels should perform at a minimum of 16% efficiency."

Standard warranty is 10 years on most products. Degradation is also odd as if linear is this over the entire period or does it exclude the 3% often given in year one?

I am as certain as I can be this is a specific panel, but which one?

"25 year, 0.7% degradation linear output warranty" to me means the average over 25 years, so 3% in year 1 is OK as long as the overall condition is met.

ps I've given up on this, I tend to just price for what we think that's close enough to the spec then put it down as a variation, as the contract usually goes to the best value bidder anyway.
