Help in Comparing Energy Losses in the EU and UK

I would like to contact experienced UK engineers who have in-depth knowledge on the UK energy industry. Firstly, I am interested in comparing the electrical and gas energy lost in the UK from theft and inefficient design/ poor wiring etc. to that lost in the rest of the EU. I realise that the EU itself will have different losses country to country, but I have been told that in general the UK has fallen behind the EU with regard to replacement of old equipment with more efficient and secure methods. Is this true? Comments or statistics please.
